Even if she killed Bull in defense of James (who she wounded), she still should have been charged with something. She must've changed her name to Starr Lord or Starr Cramer to avoid the DA/LPD Manning witch hunt.

LOL! Actually, I think it was Todd who shot Bull but yeah - realistically, she should be facing charges. Maybe John and Nora have forgotten she's a Manning and are going to let her get away with her crimes the way they do whenever it's someone other than Todd or Lindsay committing the crime?

Technically, Todd's the one who should be charged with murdering Bull in self defence and Starr should be charged with shooting James. I think it'll just be all swept under the rug, the way Cole's vicious murder attempt will be.
