Because even though the eyes are blind, light still bothers/irritates them, whereas sound has no effect on deaf ears.
My daughter is blind in one eye, and says it actually hurts the blind eye if a bright light/sunlight shines in her face. She wears sunglasses to cut the brightness and glare.
