Why is it that people who impede traffic by driving slowly virtually never pull over to let others go by (safely)? Is it a control thing?

The technical term is "Discourteous Richard". In NJ they're left lane dicks. The first rule of the road is keep right. Some people think that if they're doing the speed limit they can drive any where. If someone behind you wants to do 90, that's between him and the cop with the radar gun. Keep right, pass left.

Because they don't know how to drive. Litterly. You can drive as slow as you want, but stay farthest right. Don't let me run up on you clogging up the left lane. I'll make you pull over.

I think some of them get more vehicle than they can handle. Always an SUV or a bigass truck & at the parking space they pulling in, backing out, pulling in, backing out, pulling in, backing out...it's ridiculous. They can't even park much less drive.

yeah... but in philly across the bridge from me, the left lane is the slow lane and the right lane is the fast lane that you merge into... so when the philly drivers come across the bridge-- you just want to jump out the car and

You reminded me of when and associate and I were driving to western PA on business on the PA Turnpike. As we passed a construction zone we see a guy in a hard hat and yellow vest standing there holding up a sign that read "SLOW". My passenger said, "I wonder if that sign is for him or us?" Just cracked me up.
