    Dumb and dangerous. Giving condoms to little kids is safe? Sounds more like trying to get Planned Parenthood some business. But leave it to good Philly to come up with some dumb idea like this.

    Agreed, the whole thing sounds kind of stupid to me. Kids do NOT just wake up one day and go 'I'm gonna have sex', they either are or should be taught about it and the responsibilities and consequences and risks up to that point, as well as why it's important to wait. Sure, at the end of it all they're still going to do what they decide they want, but that's no excuse to just let them reach that point with no beforehand information or guidance on the subject at hand.

    11-year-old kids should not be having sex requiring condoms. However, having discovered masturbation at that age, it was enuf for me for the next several years.

    I agree with former Surgeon General Joycelyn Elders that we should encourage or even teach tweens about masturbation as a safe sex alternative to intercourse. For coming up with that very sound solution to a health problem she was fired by Bill Clinton (who tried to claim getting sucked off by a teenager was not sex).

    There is so much we could do to educate our kids if our mainstream culture was not so hung up on puritan, sex-negative prudery and denial about sexuality.

    Not a good idea. Perhaps at 13 they can entertain it. Yes, those two years make a lot of difference.
