Not required. There are some people who live in an area where they can walk to almost anywhere they need to go. And then there's the bus. To be honest there are too many people who have them that shouldn't as it is.

And then there's the matter of what they should know how to drive, newer cars, older cars, trucks, motorcycles, where would the list end?

It's a useful skill to have even if you don't own a car but it shouldn't be required.

It's a good skill to have, but I bussed for my first 8 years in the city I now live in. If there's a good transit system or a person can walk where they need to go, I don't think knowing how to drive is necessary.
