    When billy got arrested I thought "It has to be victor!" any thoughts

    It wouldn't surprise me at all. Victor got his daughter arrested at her own wedding so why not try and go after Billy? Victor's shown time and again how little his children truly mean to him. He cares most about himself and next most about his company. His kids are somewhere down the list.
