The schoolyard bully is a tolerated concept from the past, when boys and men were expected to settle differences by fisticuffs and dueling. It should no longer be tolerated by a more sophisticated society.
School is a place to learn, both academics and social skills. There will always be scofflaws and bullies, but in a civilized society we try to keep them in check.
If a man came and threatened me or hit me, I would make a police report, drag his ass thru the courts and try to have him put in a cage like you do with unsocial animals. It is against the law to threaten and hit ppl.
That should be extended to kids in school - bullies should bear the consequences of their anti-social behavior. Maybe not as serious as felony battery that they would face as an adult, but what better time to learn where their life will lead.

LOL. Ya know, all of these anti bullying laws are pretty much the reason you why you hear of stories as asinine as the one about the kid calling his teacher cute ans getting slapped with a sexual harassment charge. A big part in exercising the law is using SANE JUDGEMENT. Use your judgment in determining what's criminal and what's not. The short answer to this question: fuck no. You're going to arrest little Johnny for calling a kid in his class fat everyday when that classifies bullying?
