If you notice, there are two options in the threads that read "New Topic." Clicking on the first "New Topic" icon will create an all new thread. The second "New Topic" is actually the reply button.

No problem. Actually, everyone you can now ignore this message. Ever since I changed skins, that problem doesn't exist anymore.
