OH! ROB! i received the replacement charger yesterday, and it's not charging my laptop

Oh no! Contact the seller immediately. Maybe they sent you the wrong one.

Actually, I would go to a computer repair shop to get a diagnosis. Because you could keep buying cords that won't work regardless.
Does the cord fit in the laptop like the old one does?
If so, I think you might have a bigger problem on your hands.

Yeah. Take it to the Geek Squad. I mean, Geek Squad is TERRIBLE, but they can at least give you a diagnosis.

I mean, it could be the cord, but this is just to prevent you from paying for more and more cords.

OH ROB!! ITS NOT THE CORD!! 
My niece also has a toshiba, so when i let my brother borrow my laptop, he was with her, and he said it charged my laptop. So i guess I just gotta find right charger. 
ps.. i just looked at package i got thru mail, it says "this item is untested, can not guarentee the working condition as is. I hope you read the comments in the description before purchase." <
