Does anyone else find "Leap Years" to be slightly annoying? 2012 is a leap year. Why do we need an extra day in February?

How do people born on Feb. 29 regard their birthday on non leap years? Does it revert to Feb 28 or Mar 1?

I have a cousin whose birthday is February 29. On non-leap years he celebrates it on March 1.
