When the weather is so bad that it was deemed a state of emergency and police insist that people stay off the roads, do you think drivers who disobey (and not because of an emergency) should be ticketed?

There are exceptions but generally if it's a declared state of emergency and someone decides they just have to go out in a blizzard or hurricane I don't have any sympathy for them if they get a ticket. I have more sympathy for the emergency personnel who have to put themselves in harms way to save the moron's ass.

That is so difficult to police. The driver could be a worker from a hospital who just left a 12+ hour shift.

Short answer: no. They are not breaking any laws, therefore they don't deserve a ticket.
