Depends on how it's taken. I'm against taken pictures of someone with the intent to humiliate a random person who was just minding their business. That's why MTO is complete trash.

I have quite a few candids that I did in the '80s when I was into fotografy. Some didn't even know they were fotografed. It is called "Public Domain" and if you go out in public, you can be fotografed whether you want to be or not.
In fact I am taking my camera to the Gay Pride Parade today and will likely get pics of ppl at the event. Some will pose and others just background.
Here are my last event fotos. As you can see some posed and others were candids.

Candids of ppl in everyday life are sometimes good just for the sake of the foto as art.
