If someone has a mental disorder (one that has caused them to either behave in ways that are especially dangerous, or has the potential to), do you think that they should be institutionalized–or should they be allowed to live amongst the whole of society, while seeking outpatient treatment?

Depends on the definition of "mental disorder". That covers a lot of territory so no. Unless they are a current threat to themselves or others outpatient treatment is fine.
