But when I was a cop, hanging in the station a call came in from someone about two men sitting in a car and believed to be armed. It was true. They were undercover cops.

In our neighborhood we will, though based on suspicious behavior rather than looks.
One time we pulled into the sac and noticed a car parked alongside the stem with two men sitting in it, definitely looking like that they didn't belong. We assume they were dealing drugs. Dang near called the cops but didn't. Learned that it was a neighbor across the street, likely dealing drugs for sure (and they've moved).

No on both counts, if looking weird or 'suspicious' was enough to warrant anything we would be visited on a regular basis.
