Hell yes, it's like that whole thing Ron White was talking about, his mother called him up and worried because the terror alert had gone to orange. She asked him what they're supposed to do, he told her nobody knows what to do. If HE was running things, the system would have two levels: "Go fiiiiiind a helmet, put on the damn helmet". Then when his mother called it'd be like "Ron, it's put-on-the-damn-helmet-day, what should I do?", "Put on the damn helmet, mama", "Thank you son".

Absolutely. We will never be "safe". But those things never served any real purpose.

Go fiiiiiiiind a helmet, that's still what I got to say, get rid of this color coded 
and save that for missing persons, amber, silver, etc.
