Absolutely not unless the dog is vicious or a menace to the public. The responsibility to control the animal lies with the owner. Although there are a few of them I'd like to see put to sleep.

I am pretty tolerant of the occasional bite that comes unexpected, but dog owners need to understand their dog specifically and many do not understand dog psychology at all. DOGS ARE NOT PPL. They are social animals that get along with and bond wiht humans, but they operate on dog aesthetics not human.

If that happened, just about every dog my mother ever encountered would be dead, for some reason they all have a tendency to bite her, including all the 'nice' ones.

It's said once a dog gets a taste of blood, they never stop biting, I don't know if this is true or not, but if the dog is vicious enough that they don't just bite but tear the people to shreds, then yes I'd say so, but if they just break the skin or something, no.

For me it would depend on how vicious the dog and the bite was. Also how apologetic and accommodating the owners are. If they're willing to pay for their dogs mistake then I will likely not pursue anything against it.

No unless its a rabid dog. The owner should also take responsibility of the doctor bills that stem from said bite.

No, they shouldn't but as others have said, owners should pay for bills due to the bite, if any.
