They're a tool, not perfect but you have to quantify somehow, for funding and placement.
It depends on the subject and the astuteness of the tester. Sometimes I can intuit intelligence level of MR ppl by experience with those with whom I've worked over the years. Some places take direct care observations into account before assigning the numbers that come up on the test.

nah... i dont believe in standardized tests. If you have a bad day, or worse, accidentally skip a line, you could screw up the whole test

A person I once knew who probably had the highest IQ of anyone I have ever known also had no values other than himself. He may have married a friend of mine and I still feel bad about introducing them as she was a sweet unsuspecting girl.

i worked with a guy who scored 100 on the postal exam... i asked him how and he said he was stoned out of his mind which allowed him to focus and go faster! lol
