I'm surprised they didn't try to pin Victor Lord's death on Todd. The whole show is set up against him.

That line was SOOO accurate! All Todd has to do is breathe and LPD and Nora are going after him. Their biases and lack of professionalism and abuse of their positions makes to hard to root for either character. I see them as two of the villains on the show who are allowed to go completely unchecked and have no consequences for their law breaking.
