There are a couple of theories about this, one is that they were named after Hamburg steak, another is that they were made by a vendor whose wife became ill and could only eat finely chopped up food, and he first made her sandwiches similar to burgers out of finely chopped ham, and he alternated with different meats, and the beef one is the one that really stuck but the name was a hangover from his first experiment with the ham sandwiches

The first one I don't recall where I heard it from, the latter I read in a James Dean biography when it explained three famous inventions came from his home state, and I don't recall the first one but the other two were the ice cream cone and the hamburger.

I figured at one time they were making them out of pork and when they switched to beef they never bothered to change the name.

The Germans were the first to eat ground beef in Hamburg, Germany. When it was brought to the US, they called it 'Hamburger' as a reference to its origins.
