Depends on the situation, angle of staircase, width of steps, lighting.
Most of the time no. I sprint up staircases, such as the wide one at the Cineplex and beat the escalator on the way down. At work I never use the slooow elevator, always use the outside staircase for the 3-story bldg and rarely have I touched the nasty handrail.
Even on cruise ships with some movement I mostly don't use handrails on the stairways.

I tend to hold the railing more while descending than going up. It also depends on how much energy I have.

In the subway or in a public place, I really don't. I don't know who hands been on them railings. I'll only hold onto it if I have some tissue in hand but most of them time, I just don't.

Just reminded of when I do hold on to the railing. Walking down the stairs at the gym after working my legs. They get a little rubbery. I always make sure my larger friend goes first.
