That is not true across the board. How much skin is removed depends upon the instruments used and the person handling the instruments. Some boys have so much skin removed that when they get older and their penis has grown, erections are painfully tight because there isn't enough skin. My husband's circumcision scar is at least 1/3 of the way down the shaft. There is no extra "movable skin" in his case.
Okay, although I'm not a "lady" and although "ladies" are generally not who I go after, I have had a number of experiences with them and based on the feedback that I've received, I'd have to say NO. For the most part, there doesn't seem to be a difference. There is no difference at all, at least not in my experience. From a female perspective, a circumcised/uncircumcised man is just a matter of aesthetics.
