Yeah, the Puritans were from El Norte. White Anglo-Saxon Protestants did most of the baby boy genital mutilations.

The Latino cultures were spared the anti masturbation hysteria that hit England and the US in the 18th and 19th Century, for which circumcision was one of the least intrusive deterrents. (spiked mittens, spiked penis rings, infibulation (PA thru the foreskin), electric shocks and eventually penectomy were the norm for those unfortunate boys)

BTW, this anti-masturbation fear persisted into the mid 20th Century. Circumcision started going out of vogue in the US when the Earth Mothers of the 70s were birthing natural boys and kept them that way.
